The annual membership fee is $800 per person, billed in $200 quarterly installments. Each additional family member pays $500 per year in $125 quarterly installments. Dr. Schulman waives the first quarter fee for all new patients. Patients may also choose to pay annually or split payments monthly.

The membership fee covers telephone and email consultations, medication refills, and completion of medical forms. It also supports the 300-patient panel limit that makes same-day and next-day appointments possible. The fee does not cover office visits, which Dr. Schulman bills separately based on visit length and type.

Encinitas Personal Healthcare charges $100 for visits up to 30 minutes and $200 for longer visits. Well child visits, typically lasting 30 to 45 minutes, cost $150. Adult preventive care visits, typically 45 to 60 minutes, cost $200. Procedures such as EKGs, skin biopsies, cryotherapy, TB skin tests, and immunizations carry separate fees.

Encinitas Personal Healthcare does not contract with any insurance plan. Dr. Schulman collects payment directly at the time of service. Office visit fees are reimbursable by HSAs and at the non-preferred provider rate by fee-for-service insurance. The practice does not accept Medicare or Medi-Cal.

Yes. Office visit fees qualify for reimbursement through health savings accounts. Many HSAs now provide debit cards, which makes paying at the time of service straightforward. The annual membership fee does not qualify for insurance reimbursement.

Yes. Dr. Schulman makes himself available to patients 24 hours a day, seven days a week by cell phone. His home number has never been unlisted. He does not use an answering service or after-hours physician coverage except when he is completely unavailable. He also sees patients in the office during evenings and weekends when the situation calls for it.

Yes. Dr. Schulman makes house calls when medically indicated. He also sees patients at the office after hours and on weekends for urgent needs. Out-of-town guests of current practice members can see him for urgent problems without paying a membership fee.

No. Non-members can see Dr. Schulman specifically for Avicenna Class IV high power laser therapy. He has offered this service since April 2008 and uses it to treat sprains, strains, bursitis, tendonitis, neuropathy, and to support wound, bone, and post-operative tissue healing.
